From Hard Drop Tetris Wiki
Speedboat (リスタート砲) is an extremely low KPP (for the first bag) TSS → TST → TST (or PC) opener developed by Kerrmunism, found using pwn_by_numbers's setup_finder.
For dependencies, you'll want an early J, as you'll need a J before your L and O in the first bag. Other than this, there are no dependencies.
First Bag

Second Bag
Depending on the order of pieces in your second bag, you'll have to build the setup in different ways.
The most ideal scenario involves you being able to hold your Z until the very end of your stack, building in a way like this.
Hold / Late Z
Early Z & J
When you get an extremely early Z and J, you'll usually want to build like this, softdropping your J into the slot made by the Z (usually by softdropping onto the far right side of the build and holding left)
Of course, this could also be done without softdropping if you get your J before your Z.
Alternatively, if you get your J before your Z, and get your O before your I, you can build like this, and then softdrop your O into place.
180 Route
If you're playing in a game with 180-spins and a certain rotation system, you may be able to build like this.
Extra
In rare circumstances, you may have to build your second bag like this and use an extra piece in order to fill in the rest of the T-Spin Triple.
Third Bag
Depending on how you build your second bag, you'll usually fill in one of these ways, or something similar to it.
Perfect Clear
If you're able to hold your Z in the second bag and you get an early S (or sometimes an early O) in the third, you'll have a high chance (86.21%) of getting a Perfect Clear by stacking something like this.
All solutions are linked here. There are 14 minimals.
Even if you miss these Perfect Clear solutions after going for it, you have a high chance of being able to get a TST anyways and potentially to continue into a Perfect Clear.
TSD → Single Double
If you had to place your Z in the second bag, you will be able to set up a Single Double by doing something like this, which will work for all bags.
For simplicity, assume your board looks like this afterwards, but you will build the exact same way no matter what.
After doing the first TSD, put your L like this, and put your I on the far right if you need to.
Now, simply fill in the left side to make sure the STSD can fully be executed.
The Speedboat Loop
Speedboat is able to be looped as long as you're able to build the first two bags as previously shown.
Build the first bag either as normal or like this if the normal build can't be performed:
If neither build is possible, the loop is over.
After the first bag, use the Early Z method previously shown so your board looks like the below picture at the end of the second bag. Depending on your bag order, you may have to waste a T or have this shape but mirrored, both of which are fine.
At this point, you have two methods to Perfect Clear depending on whether your J comes before your O or your O comes before your J (L if mirrored)
O<J
If your O comes before your J, build like this.
From this point, you have two ways to build the next bag, but both result in the same field. For the second build, you must 180 spin your L piece after doing the T-Spin.
Both fields result in this. You now have a 100.00% chance to Perfect Clear with 1 minimal.
J<O
If your J comes before your O, do this instead. For the fourth bag, you may need to soft drop to place the O in the right spot, and you must place the S after doing the T-Spin.
You now have a 97.78% chance to Perfect Clear with 5 minimals.

Alternate Early Z build
While placing your T for the first bag of the opener, if you see a Z in queue you can opt to stack this way instead.
You now have an 83.10% chance to PC with 7 minimals. (Or 85.54% with Tetrio 180s.)
