There will be spectators of course!
If it's streamed, there will be a recording of it.

a referee? probably not...lol what would you need to ref in a tetris game? if your opp is hacking, screen shot it:p

If it's a low profile match, you can try asking on the shoutbox if there's a commentator willing to stream it. It depends on when it is and who's available, though.
