What's up with the permissions?

I just followed a URL to this post and it denies me the access to even read it. Open it again on incognito and it works fine. Is there no read-only permission? Why lock the new, undoubtedly excited generation to the offtopic forum ;-(

Also how do the smileys work? I see the toggle to specifically disable them in your post, but they don't seem to materialize anyways.
