It's supposed to be stacked one piece at a time, clearing lines in the process.

And it wouldn't work in Tetris because it doesn't have 7-bag.

Only if there is destructive hold. The order of pieces will fail for 14-bag. No guaranteed method to play forever with 14-bag has been discovered. This is only guaranteed for 7-bag.
