From what I found from the Nullpo's source code:
Extreme Mode

Level: ARE-Line ARE-Line Clear-Lock Delay-DAS
1   25   25   40   30   16
2   20   20   20   25   10
3   15   15   10   25   10
4   10   10   6   20   8
5   10   6   5   18   8
6   10   4   4   18   6
7   8   4   4   17   6
8   6   2   2   16   6
9   5   2   2   15   6
10   4   2   2   15   4
11   4   2   2   14   4
12   3   2   1   14   4
13   2   2   0   14   4
14   2   2   0   13   4
15   1   1   0   13   4
16   1   0   0   13   4
17   0   0   0   13   4
18   0   0   0   12   4
19   0   0   0   11   3
20   0   0   0   11   3

And From what I see from those, the difficulty factor was lack of ARE, especially if some players prefer ARS. From level 16 the ARE is 0, whilst even Shirase/Speed Mania 2 still have ARE, even if it's small, allowing mobility on ARS. Does this needs nerfing down? I think to compensate on adding ARE on higher levels, lock delay should be lowered, like in Level 20, lock delay should be 8.

It's balanced around move reset, which I guess is why all of the recommended rules attached to the mode are SRS. However, Nullpomino does feature the ACE-style ARS rules as well -- Classic-Easy-B, for example, features the standard ARS colors and sonic drop but features Bag randomizer and move reset lock delay.

While we're on the subject. I tried out speed mania classic 2 on nullpo today (macs don't do mame), and the 300 section definitely seemed be faster than in Death 300 section I had played earlier that morning.

TGM1 didn't have a "speed mode," so Speed Mania 1 is to Death as Speed Mania 2 is to Shirase.

I'm not big on the technical details of these things but I used to play extreme mode for about 1 hour a day. After 6 months I managed to beat it whereas I've never really gotten past S8 or so with TGM.

While I'm much better with SRS than ARS extreme still feels a lot easier to me.

Did you mean standardised colours like red for Z, green for S, cyan for I and violet for T?
And the difficulty factor of Extreme is steep increase of speed especially starting in level 10.
