You're overthinking it. Play as close to you can clearing Tetrises only, survive as long as you can, and try and avoid missing section COOLs by having randomly slow X00-X70 times in comparison to the section before.

The way the grade system works is pretty damn complex, but if you're not trying to emulate it in a fangame, or eek yourself from M8 to M9 then there's really not a huge amount of value in studying it. Play with as many Tetrises as you can, for as long as you can, and as fast as you can (in roughly that order) and you'll get better grades.

From what I understand, you have a certain amount of time to clear each 100 line section. If you fail to do so you get a "regret" and lose a grade. So it sometimes depends, but usually I would say clear as fast as possible and try to time it so you have a tetris at 96 so you clear a level with the least amount as possible.

Your call. The speed consistency check happens at x70 of each section, so you can decide at the x99 level stop whether it is better to advance to the next section ASAP so you can save seconds on your game completion time or to hold out a moment for a tetris so you can boost your grade. As long as you don't spend a _real_ long time in a section and get a "Regret!!" message (-1 to your grade), then it should be fine.

I have to learn more of playing on 20G. I always ruin my game at the start of 20G T.T

Well, remember that triples and tetrises make you level up the fastest. You normally get one level per piece and per line, but triples earn 4 -- one extra level -- and tetrises earn 6 -- two extra levels. The extra levels add up over the course of the game and will save you time on a completion.

Also, note that the grade points from each line clear change as earn grades; for most of the game, a tetris + single is worth more points than a triple + double. After level 750, you can pretty much count on 2 tetrises = 1 grade earned until you hit the cap for that category.
