So what does the changes mean in terms of gameplay?

Has combos in other tetris games always been change on each attack?

The Combo table shift means that scumming very small combos will be less effective. In turn, that increases the importance of back-to-back +1 slightly.

Change On Attack means you can't game the system by "feeding the meter" to get straight garbage anymore. Change On Attack also has more depth in terms of attack make-up (messy small vs. clean big attacks) and attack timing (take garbage and send vs. counter, small spike vs. bigger setup).

TOJ, Splash, and Nullpomino all have Change On Attack.

The update wasn't to fix lag so I don't know why some people are surprised that they still lag/ lag worse.

Its lagging incredibly hard for me. I hope it will work itself out soon.

Personally I've not found the lag to be much worse than normal, though I've not been using the URL hack or playing with more than 2 people =P

Not sure obviously how much playing style effects everyone.  I know I'm a tapper and I found 110/10 or 122/10 to be my personal favorites with 130/10 coming in close to the previously mentioned.

Here's my breakdown on how they effected my play.
110/10 was fastest for me but I'd most likely md the most with this setting.
122/10 wasn't as fast and as a result had less mds.
130/10 was even slower but I feel like this setting would probably get me the most efficient play.

As of right now though I'm going to practice/play with 110/10 to see how I do with it.  I was just using private practice rooms and going down the line with DAS/IHS trying to find what fit me best and that's what I'd recommend most everyone else try.

Is there a chart anywhere for what the standard TF options for DAS and AR convert to in ms and frames?

It lags the same to me, maybe you all know how I feel now. Anyway if the changes caused more lag for most people they will probably just revert it. Also 0 AR isn't instant :/.

Yay now I can use my LJ DS settings. I think it was 117/0.

So no buff for EZ t-spins Blink? I still can't stop doing Yoshihiros lol.

All frame values should be accurate to ±1 frame. Flash drops frames too often, haha.

DAS:
Level 1 - ~16 frames (Previous guideline standard)
Level 2 - ~11 frames (Splash-esque, I think.)
Level 3 - ~9 frames
Level 4 - ~8 frames
Level 5 - ~7 frames

Rate:
Level 1 - 20hz (Previous guideline standard)
Level 2 - 30hz (Matches Tetris Splash)
Level 3 - 45hz?
Level 4 - 50hz?
Level 5 - 60hz?

The rate was really confusing so I basically just guessed after a while. It seemed to behave really inconsistently in the video since Flash is clearly not rendering at 60fps. I think the point here is that you want to max the rate anyhow, and that the max rate is good.

...but after playing on DAS 5 longer, I think DAS 1-5 might be 16, 12, 10, 8, and 6 frames respectively.
