When watching high-level 1v1's, there seems to be almost a meta-game of dealing with sent garbage, for example delaying a t-spin or tetris in order to counter incoming lines rather than sending your own.

Is there a guide to such strategies, or otherwise some rule-of-thumb guidelines to use to figure out when to cancel/block versus simply sending?

Sure,

Simply put: If you aren't going do die from a spike, it is usually better to accept garbage. The reasoning is that the efficiency per piece placed is higher when t-spinning/tetrising garbage than building it yourself.

The key here is to determine from looking at the other player's field and your own, and their attack rate, what is an acceptable amount of garbage to receive.
