How to change the timezone in shoutbox

I've changed the timezone in account settings:

But the timestamps shown in sb still remain PST. How can I change that?

Short answer: You can't

Longer answer: The shoutbox is in Pacific Time because the server is in Pacific Time. Pacific Time also happens to be the easiest time zone for use in online competitions because it's (effectively) the earliest time zone. If you change your timezone, it's only for the forums.
