How does CPU start the game?

CPU never starts with S or Z unless:
- the first two on the next queue are S's or Z's, and does not switch to the hold queue.
- the first three are S's, Z's, or squares, and does not switch to the hold queue.

Right after a Perfect Clear, CPU never starts with S or Z unless:
- the first two on the next queue are either S's, Z's, or squares, and the hold queue is an S, a Z, or a square, and does not switch to the hold queue.

Examples of CPU starting with the first two or first three shapes on the next queue
- If CPU starts the game with an empty playfield, and given the first two in order: S, Z; or Z, S; CPU must stack the first two shapes without switching to the hold queue. If it's a square after both shapes stacked, CPU must stack the square.
- If CPU starts the game with an empty playfield, and given the first three in order: S, square, Z; or Z, square, S; CPU must stack the first three shapes without switching to the hold queue.
- If CPU starts the game with an empty playfield, and given the first three in order: square, S, and Z; or square, Z, and S; CPU must stack the first three shapes without switching to the hold queue.
