I think white is better.
And it's more... printer friendly.  

Backgrounds in Tetris the Grand Master and Tetris DS are darker than the surroundings, so for diagrams that use ARS or SRS colors, I'd vote black for consistency with games that aren't on an 8-bit Game Boy. You don't need to worry too much about printing; whatever company Nintendo hired to print the TDS manual didn't have a problem with a dark background.

I voted black. My eyes can't handle the white background, it is very annoying to look at and I simply can't see it well.

black 99 is by far the best.  white ARS after that.

i think they're looking for a background to use for all diagrams, be it black or white. the different piece sets would be for showing diagrams that are appropriate for a rotation system or game.
