I'm creating a 4-wide solver, and I'm not sure if one of the cases is solvable or not.
I'm using tetrisfriends, which I believe uses the SRS spinning system.

No, this kick doesn't work. In SRS, there's no kick that kicks the center of a piece down by a row (column doesn't matter), if you rotate from horizontal state to vertical state. There are only kicks that kick a piece down by 2 rows and those kicks need an overhang (except for a special S/Z piece case).

Also have a look at SRS, Lists of Twists and Combo Setups wiki articles. For an infinite-long 4-wide with 3 residuals, you'll only need those kicks (and their mirrored variants):
