The echo bug in #harddrop.sb that has been poping up from time to time, is now fixed for good.
In general IRC message can't be relayed back anymore + messages that are shouted from outside are handled seperately to not break the consistency of the log.

This should fix all open issues for now, let me know if you find any other bugs!

I added a new command to Racoon (relay bot):

!npm

it shows the current number of players on the nullpomino server (nullpo.it.cx)
this can be used from IRC as well as directly in the shoutbox

This should either be changed for #tetris or unpinned, because #harddrop basically doesn't exist any more
